On April 22, 2026, coinciding with the National Intellectual Property Publicity Week, the launch conference of Practical Guidelines for Copyright Protection of Short Dramas & Comic Dramas alongside a summit forum on copyright protection was grandly held in Beijing.
Hosted both onsite and via live online streaming, the event gathered over 300 distinguished guests from legal circles, IP academia, industrial associations and the short drama & comic drama industry, with more than 20,000 participants joining virtually to witness the official release of China’s first systematic, practice-oriented copyright protection guideline tailored exclusively for short and comic dramas. Compiled by 69 contributors and 20 expert consultants from 15 institutional organizations over 98 days, the Guidelines were formally unveiled at the event.「Click to download the official Practical Guidelines for Copyright Protection of Short Dramas & Comic Dramas」

Li Yifan, Director of Beijing New Media Joint Laboratory under the National New Media Industry Base, attended and delivered a keynote address. From perspectives of emerging industrial development, international competition practices and forward-looking industrial regulations, he elaborated on how systematic copyright protection serves as the cornerstone for the sound growth of short dramas, comic dramas and the broader digital creative sector. He also introduced the introduction of the Mobius International Grand Prix and the strategic cooperation on trusted timestamp services.

The newly issued Guidelines precisely address such market needs. Per Li, the document delivers clear benchmarks for industrial self-regulation, pre-emptive copyright protection and post-infringement rights defense to underpin orderly industrial progress. While drafted for short and comic dramas, the code co-formulated by judges, attorneys and industry associations boasts universal reference value for other new creative genres spawned amid the AI revolution. “Beijing New Media Joint Laboratory stands to benefit immensely from this document,” Li commented.
2. Meet the AI Boom: Pre-emptive Copyright Protection Empowers Global Creative Competitions
Against the backdrop of booming artificial intelligence, described as a pivotal developmental milestone in 2026 for the creative industry, Li highlighted the introduction of the Mobius International Grand Prix to China. China first participated in the event on a national level via the former General Administration of Press and Publication in 1996; after a 30-year interval, the prestigious contest has officially settled in China. Centered on artificial intelligence for its 2026 edition, the China division sets five competition tracks: digital cultural tourism, heritage reproduction, digital performance, media communication and esports & gaming.

The alliance was further solidified on April 18 at China Trusted Timestamp Service Center, where a signing ceremony themed Sailing Forward for International Contests: Trusted Timestamps Safeguard Digital Creations took place. The Mobius International Grand Prix and the Trusted Timestamp Service Center sealed an in-depth strategic partnership for digital creative copyright protection. Under the deal, trusted timestamp technology will run through every phase of the international multimedia contest, furnishing professional support for original evidence collection, AIGC copyright confirmation and full-spectrum digital copyright protection.「Click for related news」
